I believe this is part of Earle (known as Naval Weapons Station Earle or the Naval Ammunitions Depot [N.A.D.] Earle), located in Sandy Hook Bay.

...Correct me if I'm wrong.

All I know is that Earle is one of the (several) military/weapons bases around this county, and this battleship-looking thing was seen right about where Earle is supposed to be located.

This is a view of the tip of Naval Weapons Station Earle's 2.3-mile-long pier taken from Sandy Hook at dusk. The "battleship-looking thing" is a United States Naval Sealift Command ammunition/oiler ship named the USNS Mount Baker(T-AE 34).
