I remember when this little balcony didn't used to be fenced off.
It's part of the Asbury Park Casino/ Boiler House/ Carousel complex, on the Ocean Grove side.

Why is it fenced off I wonder?
It may have been deemed structurally unsound.
Plus--they're doing construction all around this area, and there are fences all over the place.
